The primary purpose of this position is to serve as a budget analyst in the installation's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

Duties

Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Provides advice, assistance, and guidance on budgeting and related information. Conducts analyses, reviews, and special studies of budget and/or related information. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have one year or will have within 120 days from the closing of this announcement the specialized experience at the next lower grade GS-09 level in the Federal service which includes knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies, and installation guides which apply to assigned budget accounts (e.g., organizational components, programs, services, object classes, and/or line items) to perform routine, continuing assignments for appropriated fund and commercially funded activities and to refer those reprogramming actions which require prior approval to officials at higher echelons within assigned organizations. OR EDUCATION: Successfully completed a Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of this position and is related to the duties of this position. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 3. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and prorating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. 4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
