The primary purpose of this position is: To provide oversight and continuity of Wing operational plans and programs. Responsible for a broad spectrum of readiness and exercise issues to include: administrative, management, operations, and community relations subject areas. Serves at the 11th Wing (11 WG) focal point on matters pertaining to resources and programs.

Duties

Manages wing operational plans and programs. Plans, organizes, and manages a wide range of complex activities involved in the wing/center plans and programs planning groups and peacetime emergency/contingency and wartime exercises. Serves as an advisor to the Agency Chief and/or Officer in Charge to assist the Wing Commander and his/her Deputy involving all aspects of the Crisis Action Team (CAT). Responsible for the development and coordination of the Base Support Installation (BSI) requirements and the Wing Continuity of Operations Plan (COOP). Represents the 11 WG with a variety of installation and functional area organizations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • The employee must meet and maintain training requirements as outlined in applicable DoD and AF regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. I have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) knowledge of the military command structure, missions, programs and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness of planning actions as related to actual events; (2) identifying and proposing solutions to management problems which are characterized by their breadth, importance and severity and for which previous studies and established management techniques are frequently inadequate; and (3) Knowledge of Federal, DoD, AF, state, and local emergency management agencies, laws, directives, policies, plans, and procedures for implementing the emergency management program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of management and program analyst concepts, principles, and practices as they apply to organization operations, systems, and resources and ability to apply this knowledge to difficult and complex work assignments. 2. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of plans and programs for conducting operations such as war, mobilization, deployment, and exercise operations. 3. Knowledge of the relationship of the various military entities involved in overall program planning and execution of military operations and evaluations. 4. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key events and milestones and methods of evaluating the effectiveness of planning actions related to actual events and the relationship of the various command entities involved in overall program planning and execution of the military operations and evaluations. 5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
