Duties
Functions as an Investment Director responsible for executing overall diligence, evaluation, structuring, negotiation, and execution of grant and loan activities within the CHIPS Program Office's Investment Office. Is a transaction team member and orchestrator of the overall evaluation of specific applications, serves as the central coordinator of other transaction team resources internal to CPO (e.g., financial management analysts, key subject matter experts, engagement managers) and other resources both internal and external to government, making sure the full complement of resources come together in an integrated way.
Executes and provides guidance to staff members in the following areas:
Designing a process for underwriting and due diligence that ensures a robust decision-making process on grant/loan applications: reviewing key information requirements and developing approaches to financial modeling; and determining other key inputs necessary for initial and final analysis; methods / sources of obtaining required information, and structuring considerations.
Engaging with applicants throughout the process to ensure strong applications, execute due diligence, and negotiate to a successful outcome.
Underwriting / executing due diligence process for individual applicants after applications are received - ensuring that appropriate applicant engagement and outreach activities occur; overseeing engagement with internal and external subject matter experts and contractors; leading overall evaluation of applications and ultimate recommendation; creating/overseeing the creation of models and investment committee and other decision-making materials.
Interacting at a strategic level with broad groups of internal, inter-agency, and external contractors and other stakeholders to support bringing relevant information and expertise into underwriting and decision-making process.
Engaging with grantees/loan recipients to monitor progress and oversee overall portfolio after grant/loan decisions are complete.
Supporting the CHIPS program policy development and engagement with other federal agencies on program design and implementation.

Qualifications
Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as experience performing any of the following areas: financial analysis, investment banking, corporate consulting, credit underwriting OR other similar role that demonstrate experience leading quantitative analysis and complex multi-party underwriting/due diligence/negotiation processes.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
