Duties
Implement the Military Health System (MHS) manpower requirements program, developing/maintaining a joint manpower document, and managing a standardized organization and functions chart book.
Develop analyses of DHA MHS manpower and organizational structures, focusing on manpower requirements, and management programs and studies/assessments established to maximize the efficiency and value of missions and functions performed by the DHA.
Develop or apply existing criteria to establish and evaluate performance factors, workload indicators or other quantitative and qualitative measures of missions, functions, internal processes, and work center effectiveness.
Direct the analysis and defends DHA MHS manpower requirements throughout the PPBES process
Manage controls, and implements MHS manpower management programs, concepts, studies, and processes, such as productivity improvement, capital investment, commercial activities; internal control; and other efficiency and effectiveness initiatives.
Interpret policies and regulations related to MHS management functions and programs, such as efficiency review, internal control, productivity improvement and capital investment, commercial activities and total quality management.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of

Specialized Experience: One year of specialized experience which includes developing multi-disciplinary quantitative/qualitative analyses of organizational programs and/or processes, such as manpower, productivity improvement, capital investment, commercial activities, internal control and other efficiency and effectiveness initiatives to maximize the efficiency of an organization; managing a manpower resource program to include special manpower studies used to determine factors such as; manpower, concept plans, organizational design and concepts of operation; providing recommendations regarding manpower resources (workforce mix of military, civilian, contract) in the face of competing priorities and legal constraints and requirements; and providing oversight or direction to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
