Duties

Serve as a Budget Analyst in the Budget Operations Division, Office of the Deputy Chief of Staff G-8, HQs U.S. Army Pacific (USARPAC). Perform the full range of review and analysis functions in the formulation, funds management, presentation, and execution of the USARPAC budget for HQs USARPAC, Major Subordinate Commands, and Theater Enabling Commands. Provide advice, assistance and recommendations to USARPAC managers and budget analysts in the budget offices of subordinate commands on all aspects of budgeting including the development of budget requests and related supporting documentation. Monitor the obligation and expenditure of funds of approved operating budget to assure that funds are properly allocated, obligated, and spent in a timely, effective manner in support of authorized management objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must have or be able to obtain Financial Management Level 2 Certification within the required time frame.
  • May be required to work an uncommon tour of duty to include overtime, weekend, nights, or holidays as required.
  • Appointment to this position may be subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree such as: Accounting, Finance, Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Specialized Experience Requirement: One year of specialized experience which includes reviewing the formulation and justification of budgets; funds management and determining obligations and expenditure of funds; and advising program managers on the availability, obligation, and expenditure of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement for GS12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
