This position is located with the Branch of Information Technology, at Gallup Indian Medical Center in Gallup, NM. This position primarily supports the medical and administrative applications for the Service Unit. The applications include Resources and patient Management Systems (RPMS) for Third Party Billing, Electronic billing for Private Insurance, Patient Registration, Admission/Discharge transfer (ADT), Electronic Records, and any other future applications related to these functions.
Duties
Responsible for maintaining the Gallup Service Unit RPMS server, MS NT Exchange Server, Personal Computer (PC) systems and laptop computers within the Gallup Service Unit with a primary focus on service of information technology infrastructure. Performs and/or directs the performance of regularly scheduled systems management and maintenance procedures designed to ensure the integrity of the operating systems.
Serves as primary contact regarding microcomputer hardware, software, and application programs. For each project assigned, analyses specifications/programs in terms of support software requirements and the Service Unit needs.
Determines what support system software must be developed, performs, feasibility studies, advises supervisor of the benefits of (and resources needed for) alternate approaches, and recommends a course of action. Performs analysis and equipment requirements and prepares recommendations from an IRM/IT standpoint, to include estimates of funding and time phasing requirements.
Analyzes national, area, service unit data requirements, utilizes existing systems and designs new systems for the collection, manipulation and reporting of data information systems, program planning, financial management, personnel management, supply management, third party billing, and operations research and management.
Provides technical support and consultation to FRS users and management to achieve the implementation of upgraded applications/database files and the maintenance of previous applications and shared database files.
Analyzes software alternatives (i.e. translation of database files to comply with various operating systems) with a view to compatibility with existing software, and recommends appropriate action to supervisor and Service Unit Managers, and FRS Users.
Qualifications

BASIC REQUIREMENT(S):
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Able to perform a broad range of IT activities including customer support and network communications; plan and coordinate the installation, configuration, and implementation of major hardware, software, and network upgrades; develop and evaluate cost benefit analysis projections, integrate future applications into current systems; advise on developing requirements analysis, Request for Proposals (RFP), Acquisition Plans and Technical Evaluation documents for IT services; knowledge of Ensemble, Windows operating systems to include server editions, Microsoft Office applications, Active Directory, Exchange, MUMPS, and other programming environments. Broad knowledge of MUMPS Globals, Fileman Structure, RPMS Applications, AIX and Windows servers, Unix, Cache/Ensemble and experience in SQL Server, ORACLE or DB2 or equivalent database.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
