This position is located with the Information Resource Management Department at Gallup Indian Medical Center in Gallup, New Mexico. This position involves analytical and evaluative duties related to telecommunications and computer networks with primary knowledge requirements associated with the maintenance and repair of the communications systems.

Duties

Maintains the operating systems and functionality of the telecommunications system. Installs, programs, tests and troubleshoots, VOIP phones, digital phones, analog phones, fax lines, operator consoles and digital circuit connectivity. Monitors and maintains telecommunications & WAN/LAN network's as well as computer operations and two way/digital Radio communications. Analyzes telecommunications & Wide area Networks (WAN) and local area networks (LAN) performance levels and identifies adverse trends, ineffective practices or procedures, equipment shortcomings, or potential problem areas. Provides guidance, training, and assistance to customers in the use of telephone equipment and computer systems and works closely with technical, medical, and clerical personnel. Provides formal and informal training in order to improve user efficiency.

Individual Occupational Requirements: Basic Requirements: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. -OR- Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. In addition to the Occupational Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience with a wide range of telecommunications systems, networks, and equipment in terms of their capabilities, functions, and operational characteristics; to monitor the system performance, equipment management, testing and integration of new technologies; Provide support, guidance, and training to customers in the use of telephone equipment and computer systems. Identifies and corrects system malfunctions. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
