This position is located with the Branch of Information Technology at the Gallup Indian Medical Center in Gallup, NM. The position is responsible for planning and developing systems, analyzing workload, and recommending equipment purchases. Responsibilities involve participation in IHS-wide as well as local, development and implementation of clinical and administrative applications which are part of the IHS Resource and Patient Management System (RPMS).
Duties
Responsible for the top strata for system design under the 'lop down" concept involving the higher levels of Inter-program relationships, file content, and concepts, and the VA FileMan Database Management System in a UNIX operating system environment.
Installs !HS-procured computer equipment and software such as Filemanager based RPMS applications. Instructs GIMC Personnel in using computer equipment, File Manager, IHS software applications, and the UNIX operating system.
Develops specifications for procurement of word processing, data processing, and computer programming. Installs !HS-procured computer equipment and software
Visits field installations for observation of work processes, consults with other specialists for application of system and consults with counterparts in other agencies, and arranges for simulation studies or testing of certain equipment. Synthesizes information collected controversial problems arise; employee drafts recommendations for the supervisor.
Qualifications

BASIC REQUIREMENT(S):
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-11:Applicant must have successfully completed aPh.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to a Ph.D. -or- equivalent doctoral degree

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: providing maintenance of electronic health record systems, email system, and Personal Computer (PC) systems; providing troubleshooting for Windows, Virtual servers, and Webservers; maintaining voice and data communications network; troubleshooting networks, VLAN's, Cisco products; working with Windows Server 2008 or 2012 environment, VMware environment or Hyper-V, MS Exchange and Symantec Backup; working in Windows 7, Windows 10, MS Office; writing program documentation; analyze operating systems and identify complex issues to troubleshoot and resolve a problem or system crash; reviewing procedures, policies, and manuals; coordinating and implementing IT projects; manage multiple projects, prioritizing work, meeting deadlines.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
