Duties
Directs all procurement activities of the buying organization, continuously reviewing, analyzing, and facilitating the completion of approximately 500 contractual documents per year.
Supervises acquisition planning teams and serves as the contractual authority on the acceptability and applicability of contractual matters related to assigned program area/Branch.
Applies unique theories and new developments to acquisition/contracting problems.
Develops procurement processes for use by subordinate contracting personnel in solving procurement problems.
Provides timely and responsive direct customer support for assigned weapon system platforms, i.e. status reports, expedite requests, quality discrepancies, program management reviews, and other related customer demands as required.
Oversees and reviews work to include the following areas: evaluation of contract cost or price proposals, and/or advertising, negotiating, administering, and/or terminating contracts for the procurement of supplies and services.
Provides training and guidance to less experienced personnel with regard to procurement actions for which the branch is responsible.

Qualifications
To qualify for a Supervisory Contract Specialist your resume and supporting documentation must support:
A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. *Applicants MUST provide copies of official transcripts.
B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Soliciting, negotiating, evaluating sole source acquisitions.
Leading a team to accomplish metrics and goals.
Interpreting and applying contracting principles, laws, statues, regulations and procedures applicable to pre-award actions sufficient to procure and award contracts for a variety of goods and services.
Developing and executing acquisition plans that implement complex and innovative solutions to improve customer support.
Communicating through written communications and discussions with vendors/customers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
