Duties
Serves as the Chief of the Helicopters Division, DLR Procurement Operations.
Provides a full life-cycle contracting expertise and execution for the acquisition of any depot level repairable items assigned for procurement action.
Provides assistance to customers in developing appropriate acquisition strategies, and performing the full range of planning, execution, and administration of contractual actions to help ensure timely delivery of the required supplies.
Provides direction and guidance to a group of professional, technical, and support personnel engaged in managing, directing, coordinating, and controlling all aspects of a major defense acquisition program.
Manages and directs the full range of negotiations, award, modification, management/administration, termination of contracts encompassing the full range of diverse and extremely complex types (including the application of new and advanced concepts).
Reviews negotiation strategies on major procurements and provides direction and guidance as required on a variety of types of contracts and special purpose contracts and agreements.
Performs the full range of administrative and technical supervisory duties.

Qualifications
To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support:
A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. *Applicants MUST provide copies of official transcripts.
B. Contracting Officer: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 and Contracting Officer Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Serving or have served as a contract officer with warrant authority above the simplified acquisition threshold.
Apply a broad range of Government and agency specific guidelines and business practices, including statutes, federal contracting laws, regulations, policies, methods, and contract types.
Providing directions and guidance on strategic sourcing plans by providing a full range of acquisition and procurement actions.
Providing expert advice on a wide variety of contracting methods and types, negotiation techniques, and business practices and market conditions.
Facilitating contracting of commercial and/or military unique supplies to include planning, strategizing, evaluating, negotiating, awarding, administering and terminating contracts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
