Direct Hire Authority: This position will be filled through the Office of Personnel Management's Direct Hire Authority. The "Rule of Three", Category Rating and Veterans Preference will not apply to this vacancy. The agency worksites are in Philadelphia, PA, Grand Prairie, TX or Auburn, WA and you will be required to occasionally report to one of these offices).

Duties

This position is located in the Department of Homeland Security, Federal Protection Service, Auburn, Washington, Grand Prairie, Texas, and Philadelphia, Pennsylvania. The primary purpose of this position is to serve as the senior contract specialist responsible for all aspects of pre-award and/or post awards function, and be responsible for a full range of planning, directing, and administering complex and major acquisitions. Duties performed: Serving as a contracting officer with limited or unlimited signature authority for pre award and/or post award of large dollar value complex and/or sensitive contracts. Develop contractual terms and conditions, and to serve as a contractual authority and advisor. Perform contract administration functions such as verifying evidence of contractor's performance, negotiating modifications, issuing termination notices, reviewing contract claims and conducting contract closeouts. Provide guidance to lower graded specialists, program offices and field offices regarding all aspects of DHS procurements.

Qualifications

In order to qualify for this position, you must meet the following requirements: Basic Requirement: You must meet one of the following: A. Completed a full 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; AND have completed all mandatory training prescribed by the head of the agency for progression to GS-13 level or higher contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. You must meet all of these requirements and provide full documentation, including transcripts. B. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. C. Waiver: I wish to be considered for a possible waiver based on my demonstrated analytical and decision making capabilities, job performance, and professional level contracting experience. (When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action). AND GS-14: You must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service, with experience in performing the following duties: 1) Serving as the primary point of contact for program officials on acquisition and administrative matters affecting the major procurement of supplies and services. 2) Using a wide range of procurement methods and practices that can be incorporated in contracts in order to determine which contracting methods and terms are most advantageous, and 3) Serving as contracting officer authorized to solicit contract proposals, negotiate, enter in to, execute, and administer/terminate complex contracts and perform contract administration functions. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
