This position is located in the Department of Homeland Security, Federal Protective Service, Philadelphia, Pennsylvania.
Duties
The primary purpose of this position is to serve as the Deputy Director of FPS Acquisition Division, and contracting authority is provided by the Office of Procurement Operations. The selectee of this position will oversee the execution of Contractual instruments on behalf of FPS.
Duties performed:
Directly supervises and coordinates the activities of subordinate staff consisting of Contract Specialists, managing through subordinate supervisors.
Represent the bureau or agency's Contracting or Procurement Program at higher levels within DHS and with contractor organizations by establishing, developing, and maintaining effective work relationships with other coordinating organizations.
Serve as the principal authority on all matters related to the acquisition workforce, including training, education, acquisition internships, professional development, and contracting officers' warrant program.
Assure compliance with contracting, procurement, and acquisition statutes, regulations, policies, and procedures and assesses their efficiency and effectiveness.
Qualifications
To qualify for this GS-15 position, applicants must demonstrate that they meet the Basic Requirement AND Specialized Experience as noted below.
Basic Requirement:
You must meet one of the items listed below (A, B or C):
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. In addition, applicants must have successfully completed a 4-year course of study leading to a bachelor's degree from an accredited college or university, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: Transcripts (official or unofficial) must be submitted to support claim.
B. I qualify as an Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Note: SF-50(s) must be submitted to support claim.
C. I wish to be considered for a possible waiver based on my demonstrated analytical and decision-making capabilities, job performance, and professional level contracting experience. (When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action).
AND
Specialized Experience:
GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Leading and directing a team of contracting and procurement personnel, including establishing work plans, delegating work, and reviewing and evaluating performance;
Overseeing contract execution and contract administration that meets the organization's contracting and procurement program goals and objectives, while assuring compliance with contracting, procurement, and acquisition, statutes, regulations, policies, and procedures; and
Providing expert guidance to internal stakeholders on an organization's contract and procurement program, including planning, developing and implementing contractual terms and conditions.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
