Duties

The primary purpose of this position is: to serve as the Chief of the Range Systems Branch to plan, develop, and direct advisory and support services for the Family of Advanced Radar Threat Systems (ARTS), Live Mission Operations Capabilities, Combat Training Systems, and Legacy Threats. Represents the branch officially and responsible for execution of all or some of the following: Family of Advanced Radar Threat Systems (ARTS), Live Mission Operations Capabilities, Combat Training Systems and Legacy Threats. Organizes, analyzes, identifies inefficiencies, propose solutions, streamlining processes, optimizes the end to end for assigned programs ensuring they comply with legal and regulatory requirements and meet customer needs. Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents HQ AF ACC to Air Force and DoD agencies and leadership, other Federal Government entities, and industry organizations.

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safe. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, contingency, or similar operations. Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of management engineering (ME) principles, concepts, methodologies, guidance, and organization principles to independently perform, evaluate, and direct ME programs impacting difficult and unique ME projects; identify and resolve complex issues; and make informed recommendations and decisions relating to those efforts. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Skilled expert using computer systems to perform highly complex data analysis and produce detailed reports applicable to a ME; demonstrated skill using data manipulation and extraction techniques to locate and access information with a personal computer and software programs. Ability to plan, organize, mentor, motivate, direct and appraise the staff of a small to medium organization, and to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. Ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. Ability to use technical expertise in ME measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
