The primary purpose of this position is: To serve as a project lead/manager to conduct comprehensive manpower requirements determination studies and organizational analyses of a wide diversity of organizations, functions, and work processes and provide management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Responsible for the Management of the DLIELC Civilian Personnel Management Document.
Organizational point of contact and liaison with 37th TRW, JBSA 802d Civilian Personnel Office and AFPC.
Coordinates, implements and serves as the action office on all aspects of the civilian personnel programs for DLIELC.
Manages the Security program for DLIELC (600+ personnel).

- A Bachelor’s degree and preferably a Master’s degree in Human Resources Management or related course of study is highly desirable.
- Work may require travel away from normal duty station on military or commercial modes of transportation.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: (1) developing new or modified work methods, organizational structures, management processes, and/or program administration procedures as well as to design and carry out team studies and projects; (2) evaluating statistical information and its application to security and personnel resource management: discern trends and problems then develop solutions such as future personnel/manning and accomplish reports and findings; (3) applying civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track Requests for Personnel Actions (RPA)s, ensure forms for civilian pay actions are submitted for in-processing and outprocessing employees or members, and comparable actions.

EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate level education more than the first 18 semester hours may be combined with experience. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization, programs, missions, functions of DLIELC to manage security programs and integrate civilian, military, manpower and personnel requirements and issues.
2. Analytical ability to evaluate information and its application to AF security and personnel resource management; discern trends and problems: develop solutions such as personnel and skill needs; recommend significant changes in methods of operations and accomplish reports and findings..
3. Knowledge of, and ability to independently interpret and apply new and emerging management, personnel and security policies and systems related to implementing and managing DLIELC organization and personnel resources: ability to perform multiple taskings simultaneously and work with changing priorities.
4. Practical knowledge and understanding of federal statues and guidelines, directives and procedures governing the management and administration of personnel, manpower, security and other related areas.
5. Extensive knowledge of the diverse and dynamic structure and mission of the DLIELC organization sufficient to assess ramification of applied policies upon the organization and management operations.
6. Skill in analysis techniques in conduction research and gathering date to be able to assess the effectiveness of ongoing or future programs, draw conclusions, devise solutions to problems, and identify changes and trends and make recommendations to management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
- Must be certified within 120 days of anticipated discharge
- Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
