This position is located at Bureau of the Fiscal Service, Human Resources Operations Division. As a Human Resources Specialist ( Recruitment & Placement), you will serve as a subject-matter expert, senior-level staffing specialist, and technical advisor/consultant to multi-agency senior leadership, management and HR Specialists.

Duties

As a Human Resources Specialist ( Recruitment & Placement), you will: Provide a full range of HR advisory services to agency senior management, assisting in planning, developing, organizing, and managing resources. Analyze and solve complex and or sensitive issues where HR policy decisions and guidance may have an impact throughout customer agencies. Serve as the policy expert in support of Staff Acquisition programs, policy, and special initiatives. Serve a key staff role by providing authoritative interpretations on matters of wide-spread impact within the complexity of the shared services environment. Review legislation, executive orders, policy statements of higher authority, and Office of Personnel Management (OPM) proposed rules and regulations to determine the impact on customer agencies. Develop or recommend policy or guidance that supports effective and efficient program operation throughout customer agencies.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following: Providing advisory services in the areas of Federal staffing, which demonstrates experience in conducting research and providing laws, rules, and regulations in response to questions from internal and external stakeholders; AND Completing staffing/placement activities for a range of high level positions including, but not limited to, drafting announcements using an automated staffing system; evaluating applications for minimum qualifications; applying applicable laws, regulations, Executive Orders, court decisions, and agency policies and procedures for recruitment and placement of personnel using federal HR principles, concepts, and practices; AND Interpreting and applying guidelines and regulations to perform staffing work, and identifying areas of improvement and making recommendations to management. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
