You will serve as a MANAGEMENT & PROGRAM ANALYST in the PROGRAM PLANNING and REVIEW DIVISION, POSITION MANAGEMENT BRANCH (CODE 1225) of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will provide management and program analysis services for the Position Management Branch.
You will maintain an accurate and up to date account of all billet numbers.
You will assist Program manager with organizational manpower data.
You will provide quality control review of personnel actions.
Requirements

- You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience planning and organizing work to meet deadlines.
Experience applying management and analysis methods, theories, techniques, and procedures by gathering data and analyzing statistics to propose sound recommendations/conclusions;
Experience creating reports, presentations, and graphs to express information and suggest improvements/changes in management procedures;
Experience explaining observations through oral and written communication in a comprehensive manner.
To qualify for the GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience assisting in planning and organizing work to meet deadlines.
Experience creating reports, presentations, and graphs to express information and suggest improvements and changes.
Experience explaining observations through oral and written communication in a comprehensive manner.

Education requirements for GS-09:
- master's or equivalent graduate degree, OR
- two full years of progressively higher graduate level education leading to a master's degree, OR
- an LL.B. or J.D. that is related to the position being filled.
Education requirements forGS-07:
- 1 full year of graduate level education, OR
- superior academic achievement.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
