This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ), Quality Measurement and Value-Based Incentives Group (QMVIG).
As a Supervisory Health Insurance Specialist, GS-0107-14, you will serve as a technical expert and advisor to CMS leadership in the management of operations of quality reporting and value-based purchasing programs.
Duties
Represents the Director in contacts with state and local government officials, representatives of private health organizations, and/or the general public regarding matters that are often controversial and sensitive nature.
Assigns work considering the relative difficulty of the assignment and the varying capabilities of the employees, fully empowering the staff to produce the work required with the appropriate level of independence.
Provides authoritative technical recommendations to leadership and outside organizations to promote data transparency through the implementation of these programs.
Lead multi-disciplinary teams to conduct and provide leadership for quality measurement, public reporting, and improvement initiatives.
Directs the activities necessary to ensure the successful completion of planning, development, and implementation of new and/or innovative program management for the Division of Public Reporting.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in federal service to include: (1) Supervising or leading work performed by subordinate staff; (2) Leading the development and implementation of quality measurement, quality reporting, or value-based purchasing health care programs; and (3) Providing technical direction to staff in regards to quality measurement, quality reporting or value-based purchasing programs..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
