THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), T5303P01 and is part of the Oregon Air National Guard 142d Wing, National Guard.
Duties
As an AIRMAN AND FAMILY READINESS SPECIALIST (TITLE 5), GS-0301-9, this position is located in the Force Support Squadron, Mission Support Group of an Air National Guard Wing. The purpose of the position is to serve as the family readiness and support services representative at an ANG Wing and coordinate concurrently with the Force Support Squadron Commander/Human Resource Officer (Director of Personnel (DP)) at each wing, Joint Force Headquarters - State (JFHQ-ST) Family Program Director, NGB Family Programs Office, and US Air Force/Major Command (MAJCOM) Family Readiness Directors. The incumbent provides assistance to the Wing leadership in the development and implementation of a family readiness and support program and provide family readiness assistance at the geographic separated unit(s) (GSU).
1. Assists the Air National Guard Wing leadership in the development and implementation of a family readiness and support program to include Personal and Family Life Education services, Airman and Family Readiness Deployment Support, Personal Financial Readiness services, Employment Assistance, Military Child/Youth Program and Education, Transition Assistance Program - Title 32 and 10 funding, Wounded, Ill, and Injured Warrior/member and or family member, Disaster Preparedness - EFAC/AFPAAS, Relocation Assistance Program, Exceptional Family Member Program (EFMP), Community Outreach and Cooperative Interface, Voting Assistance Program, and Educates on Survivor Benefit Plan at the unit level and provides family readiness assistance at the GSUs. Provides advice and assistance to the unit leadership in identifying and addressing family issues and demographic trends, which impact mission readiness and retention. Identifies Wing family needs and concerns and presents appropriate plans, and recommendations to facilitate family readiness and support decisions. Ensures all recommendations are in accordance with applicable guidelines, policies, and regulations.
2. Provides assistance to the Wing Military & Family Readiness Manager in the planning and support of an efficient resource management program and maximum support of service delivery to include resource center (discovery center), equipment, funding, tracking, and computerized systems - AFFIRST, etc. Plans include supported projections of long-term family readiness and support plans and resource needs to wing level trends and directives. Analyzes Wing/GSU family readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages. Provides assistance to the Wing Military & Family Readiness Program Manager to accommodate family needs during full or partial unit mobilizations and to alleviate concern of unit members about family welfare in the event of mobilization. Provides full services during full or partial federal or state mobilizations, call-ups, and/or military support missions. Assesses, identifies, and determines Wing/GSU family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources. Analyzes ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication or conflict and to ensure effective goals and objectives are accomplished.
3. Provides assistance to the Wing Military & Family Readiness Program Manager in identifying service member and family issues that require exploration, development, and resolutions, and determines appropriate methods and resources. Assess customer interactions and documents all service-related customer and community activities in AFFIRST. Uses formal and informal needs assessment to ensure long term proactive/reactive programs are available. Analyzes ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication, or conflict and to ensure effective goals and objectives are accomplished.
4. Coordinates information for seminars, conferences, and orientation workshops as appropriate for family members and volunteers. Conducts briefings and training for family members and volunteers. Attends staff meetings as required or at least monthly to report on family readiness and support program status and concerns, as well as special upcoming programs and events. Maintains adequate records and databases to administer the family program and to provide the necessary reports to the Mission Support Group (MSG) Commander/Human Resource Officer (Director of Personnel (DP)) and SFPD. Develops monthly or quarterly unit Family Readiness newsletters and solicits articles for the wing, state, and national family newsletters.
5. Performs other duties as assigned.

- Must be able to obtain/maintain the necessary security clearance for the position. Must have at a minimum a completed National Agency Check (NAC) prior to position assignment.
- May occasionally be required to work other than normal duty hours; shift work and/or overtime may be required. Irregular and overtime hours may be required to support operational requirements or contingencies.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- TEMPORARY - NTE 1 year. This position is temporary unless funding is available and extension is approved by HR, or the position converts to indefinite or permanent status. Selectee may convert to Indef or Perm status without further competition.

Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard
Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard
Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard
Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214)

SPECIALIZED EXPERIENCE REQUIREMENTS:
One year of specialized experience equivalent to the GS-0301-07 level in duties that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-0301-07) in the normal line of progression for the occupation in the organization. Experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
To Qualify for this Position, You Must Have:
A. One year of specialized experience equivalent to the GS-0301-07 level in duties that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.

B. Masters or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one year of full-time study requirement. (NOTE: You must submit copies of your transcripts to verify your education).
