The Senior Advisor for Productivity and Transformation serves a critical role as the principal advisor to the Chief Technology Officer (CTO) and the Chief Information Officer (CIO) concerning Office of Personnel Management (OPM's) use of enterprise productivity tools, including end user tools that have Artificial Intelligence (AI) components included in their offerings such as Microsoft Copilot.

Duties

As a Senior Advisor for Productivity and Transformation, you will be part of the Office of the Chief Information Officer (OCIO). If selected, you will be responsible for: Serving as a thought leader to help OPM staff understand the value proposition of the Microsoft 365 platform, along with its embedded AI capabilities (Copilot) and assisting key decision makers in maximizing the use of the platform to enhance the delivery of OPM's services. Advising, demonstrating, and training (when appropriate) program offices on the capabilities of utilizing all the features of Microsoft 365 and Copilot AI to improve their delivery of services. Partnering with the program offices to maximize their staff productivity utilizing the entire Microsoft 365 suite, while also developing Copilot AI use cases that leverage and integrate with the Power Platform capabilities. Orchestrating and coordinating cross-workload solutions with other technical resources across the OCIO and the program offices. Managing relationships with OPM Senior executives, peers and other stakeholders to assist the CIO in leading and managing enterprise productivity and AI programs and operations.

Qualifications

All applicants must have one (1) year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively. QUALIFICATIONS: Address each of the following Mandatory Technical Qualifications, Desired Technical Qualifications (optional) and Senior Professional Qualifications separately. All statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications. Mandatory Technical Qualifications (Maximum of 1 page per statement): Expert knowledge and experience with the Microsoft 365 suite of productivity tools, including Microsoft Copilot, which adds artificial intelligence capabilities into many of the Office productivity tools. Expert knowledge and experience in the design, development, management, implementation, and maintenance of enterprise or division wide end user productivity solutions, programs, or architecture. Expert knowledge and experience with leading enterprise culture change using training, briefings, and any other communications to gain end user acceptance of new technology solutions and tools. Ability to develop content and lead meetings, briefings, or training for both executive level and staff level employees. Desired Technical Qualification (Optional - Maximum of 1 page per statement): Microsoft 365 professional certifications are highly desired, but not required. Senior Professional Qualifications (Maximum of 1 page per statement): Partnering: Ability to develop networks and build alliances, engage in cross-functional activities, collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment. Communication: Ability to make clear and convincing oral presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing, and organized manner. You must meet all qualification requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-grade requirements do not apply to SL positions.
