The primary purpose of this position is: To provide planning direction, implementation guidance, in depth training and resource documentation for Air Force-wide support of Airman & Family Readiness Programs.
Duties
Plans, organizes and manages assigned Airman & Family Readiness (A&FR) Program area, ensuring compliance with legal and regulatory requirements and the meeting of customer needs.
Represents A&FR programs on working groups, steering groups, or other meetings, conferences, seminars, etc., with a variety of other functional area organizations.
Provides guidance to other AF elements concerning the education and training plans, programs, and budget matters related to the A&FR programs.
Provides guidance, conflict resolution, and information to base-level A&FR program managers, Major Commands, and Air Staff.

- Work may occasionally require travel from the normal duty station on military or commercial aircraft.
- The employee may be required to work other than normal duty hours and will be eligible for appropriate compensation according to OPM regulations.
- A degree or equivalent experience in the behavioral sciences or social work is required.
- This position requires a high degree of discretion in relation to sensitive information.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
- Employee must be able to obtain and maintain a secret security clearance.
- In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of laws, regulations, policies relating to Airman and Family programs, concepts, principles and practices, sufficient to serve as the Air Force Operations focal point for technical guidance on implementing and administering the AF Resilience Program. Knowledge of a wide range of social services delivery systems and concepts, principles, and theories relating to one or more of the social or behavioral science fields as well as of community services, locations, and availability to serviced populations. Extensive knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques for application to issues or studies concerning the efficiency and effectiveness of program operations Note: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, regulations, executive orders, issues, etc. relating to A&FR program areas.
Knowledge of a wide range of social science and social work principles and concepts and practices relating to the A&FR program areas.
Knowledge of social services delivery systems and concepts, principles, and theories relating specifically to A&FR program areas.
Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements.
Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated, sensitive, and sometimes controversial issues related to planning, organizing and directing functions and staff of a small organizations.
Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide support to Airman and families. As well as, skill and ability to communicate effectively orally and in writing.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
