Duties
The primary purpose of this position is: To serve as a Prevention Operations Program Manager (PM) facilitating and integrating resilience and primary prevention of Interpersonal and Self-Directed Violence (ISDV) across all levels of the Department of the Air Force (DAF). Conveys policy and operational guidance to MAJCOM/FLDCOMs and the installation prevention workforce as a key subject matter expert. Encourages the development of coordinated prevention and resilience efforts ensuring all prevention partners, leadership, and the community understand risk and protective factors associated with self-directed harm and abusive or harmful acts from a public health perspective. Serves as liaison between and among HAF/A1Z, USSF/S1E and MAJCOM/FLDCOM A1Z to assist with operationalizing and tailoring resilience and prevention programs to meet mission and resource needs across the DAF. The Prevention Operations PM collaborates with MAJCOM/FLDCOM partners to integrate primary prevention efforts in areas such as sexual assault, sexual harassment, family violence (incl. intimate partner violence and child abuse and neglect), workplace violence (incl. harassment, bullying, and hazing), suicide, and alcohol abuse/misuse prevention.
DUTY 1: Plans, organizes, and directs DAF-wide Prevention program operations and activities, ensuring legal and regulatory requirements as well as the needs of MAJCOM/FLDCOMs, installations and communities are met.
DUTY 2: Provides vision, direction, and operational perspective on all major DAF prevention policy issues, strategic planning, and leadership initiatives.
DUTY 3: Serves as focal point for resource allocation and maintains effective liaison with DAF program monitors and the organization Resource Manager to ensure accurate and equitable allocation to all MAJCOM/FLDCOM programs.
DUTY 4: As a DAF expert on assigned programs, coordinates collaborative prevention efforts, manages program content and shares relevant resources with MAJCOM/FLDCOM Program Managers, Air and Space Forces Staff, and Department of Defense functional offices.

- Given the sensitivity of the position, a criminal background check must be completed. The employee is required to obtain and maintain an appropriate security clearance as a condition of employment.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- A Master’s degree or higher in behavioral science social work, or related discipline appropriate to this position is preferred
- Must obtain, maintain, and renew credentialing as required by a credentialing board identified by the DoD and specified in policy

- Knowledge and experience within primary prevention is highly desired
- This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware
- Position requires flexibility and adaptability to implement DAF’s frequent program and policy modifications, which are often made quickly in response to evolving environments, mission sets, and risk/protective factors
- Incumbent must meet screening/suitability criteria listed in DoD and DAF guidance.
- In accordance with Under Secretary of Defense memo dated 24 Aug 2022, the parenthetical (PREV WF) shall be applied to the duty title in the Defense Civilian Personnel Data System (DCPDS) for tracking purposes
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENTS
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic entry qualification requirements above, applicants must have specialized experience and/or directly related education in the amounts shown below.
AND
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Examples of specialized experience include professional knowledge of social and behavioral sciences and/or public health practices, principles, and theories to develop and implement comprehensive violence-related prevention programs that prevent or lessen the impact of a wide range of psychosocial and environmental problems such as alcohol consumption and lack of social support; provide training for other installation personnel on issues related to the prevention of violence; coordinate programs; and enlist the aid of base wide community organizations and off installation community organizations with the help of the family advocacy outreach manager. Knowledge of complex delivery systems, professions, and organizations; how they affect individuals and communities as well as individual, child, family, and community welfare; and the multiple uses of such systems, professions, and organizations to deliver prevention activities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science, and/or public health practices principles and theories relating to primary prevention.
2. In-depth knowledge of community risk and protective factors, DAF culture and support systems to research, analyze, interpret and operationalize policies, regulations, and procedures to develop and deliver DoD and DAF primary prevention strategies.
3. Working knowledge of the budget and cost analysis process, and knowledge of program planning and budgeting cycles in support of prevention program requirements.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy to include developing and making presentations before groups.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision making.
6. Skill and ability to independently plan and manage short and long-term projects and to cultivate and sustain positive working relationships to project completion
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
