The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Airman & Family Readiness Operations Division as Chief, Airman & Family Readiness Operations Division in the Air Force Personnel Center Family Care Directorate which provides operational oversight for congressionally mandated and other required programs.

Duties

Plans, organizes, and oversees the activities of the Airman & Family Readiness Operations Division. Exercises supervisory personnel management responsibilities. Represents the Directorate of Airman and Family Care with a variety of installation and functional area organizations. Advocates for Airman and Family Readiness Operations and Programs.

  • The employee must sign an Air Force-wide mobility agreement.
  • The employee must be able to obtain and maintain a Secret security clearance as a condition of employment.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime, etc.
  • Work occasionally requires travel away from the normal duty station on military or commercial aircraft.
  • This is a supervisory position, a 1 year supervisory probationary period is required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS. -OR- Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS. -OR- Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: Providing knowledge of DOD Family Programs and Airman and Family Readiness Public Laws, DOD and Air Force regulations, policies, planning and programs and Office of the Secretary of Defense (OSD) Working Groups. Applying extensive knowledge of program and personnel management and manpower budgetary requirements. Administering knowledge of MAJCOM Community Action Team (CAT) and Community Action Board (CAB) Airman & Family Readiness operations. Providing knowledge of safety and security regulations, practices, and procedures. Analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements and objectives within available resources. Communicating effectively, orally and in writing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of DOD Family Programs and Airman and Family Readiness Public Laws, DOD and Air Force regulations, policies, planning and programs and Office of the Secretary of Defense (OSD) Working Groups. 2. Extensive knowledge of program and personnel management and manpower budgetary requirements. 3. Extensive knowledge of MAJCOM Community Action Team (CAT) and Community Action Board (CAB) Airman & Family Readiness operations. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
