The primary purpose of this position is to provide planning direction, implementation guidance, indepth training and resource documentation for Air Force-wide support of Airman & Family Readiness Programs.
Duties
Plans, organizes and manages assigned Airman & Family Readiness (A&FR) Program area, ensuring compliance with legal and regulatory requirements and the meeting of customer needs
Represents A&FR programs on working groups, steering groups, or other meetings, conferences, seminars, etc., with a variety of other functional area organizations
Provides guidance to other AF elements concerning the education and training plans, programs, and budget matters related to the A&FR programs
Provides guidance, conflict resolution, and information to base-level A&FR program managers, Major Commands, and Air Staff

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: behavioral or social science; or related disciplines appropriate to the position. NOTE: You must submit a copy of your transcripts with your application.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts with your application.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Mastery knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social or behavioral science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. 2) Mastery knowledge of, and skill in applying qualitative and quantitative methods that enable the identification and need for the assessment and improvement of related programs and their effectiveness according to and governed by the appropriate administrative laws, regulations, and precedents applicable to the programs overseen. 3) Comprehensive and practical knowledge of individual agencies' policies and procedures and welldeveloped skills in working with social service delivery systems in the local community, including establishing agreements with individual agencies. 4) High level of skill in interviewing and counseling to enable clients with a wide variety of vocational, educational, and disability problems (although not those with serious handicaps) to receive, assimilate, and make realistic career, transition, relocation, and other life and work choices; establish the nature and extent of concerns/issues; provide assistance in developing goals and plans; and determine appropriate referral services/options when frequently there is difficulty in determining clients' needs or wants or convincing them that problems exist. 5) Skill in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism in interactions with vocational rehabilitation specialists, faculty of educational institutions, employers, leadership of organizations, and with program representatives and officials. 6) Ability to collect, evaluate, and disseminate information; assess and measure organizations' and other serviced populations' trends, concerns, and needs; assist in identifying and prioritizing goals; and provide guidance and direction for the development and implementation of effective plans, procedures, and tools to address such issues. 7) Ability to communicate effectively both orally and in writing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, regulations, executive orders, issues, etc. relating to A&FR program areas.
Knowledge of a wide range of social science and social work principles and concepts and practices relating to the A&FR program areas.
Knowledge of social services delivery systems and concepts, principles, and theories relating specifically to A&FR program areas.
Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements.
Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated, sensitive, and sometimes controversial issues related to planning, organizing and directing functions and staff of a small organizations.
Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide support to Airman and families. As well as, skill and ability to communicate effectively orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
