This position is located within the Facilities Management service at the St. Cloud VA Medical Center, in St. Cloud, Minnesota. The Engineering Technician will perform duties such as project management, customer support, technical reviews, and long-term planning.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to the following: Assist senior staff members in planning, engineering management, operation, and overall coordination on all matters related to assigned conventional projects of moderate complexity. Apply standard knowledge of engineering principles, methods, techniques, and criteria to projects. Provide engineering service associated with job order contracting and construction to include evaluating tenant requirements, establish scope of work, design criteria, and estimates of design time/costs. Provide technical assistance to support contract administration, accomplish study/design requirements, and prepare/coordinate design packages for renovations, repairs, and/or alterations. Serve as central point of contact for status of all engineering work requests of a short-term nature. Review work requests for feasibility, compliance with restrictions, and impact of planned operation and maintenance of the installation. Inspect, review, and analyze a variety of issues for deficiencies and/or performance issues. Develop statistical data to provide management with customer support trends and maintain a working file of reference material. Review and check technical aspects such as drawings, specifications, quantities, cost, accuracy, completeness, and conformity with requirements for planned projects. Prepare and maintain engineering-related drawings and plans according to established guidelines, using a variety of computer-based techniques, including scanning, hand digitizing, direct file transfer, and use of highly specialized CAD (computer-aided design) graphic programs. Participate in studies to address problems in healthcare quality, safety, effectiveness, and efficiency. Perform all other duties as assigned. Series Definition: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Minimum Requirement: The following are minimum requirements for appointment as an Engineering Technician in the Veterans Health Administration (VHA), which all applicants must met. Specialized Experience (GS-09): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-08). Specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. At this grade, applicants. NOTE: Qualifying examples of specialized experience also include but are not limited to: performing the duties as an Assistant Project Manager/Engineering Technician within an industrial, Military, Government, Commercial Construction Design, or Construction Discipline - interpreting requirements, defining procedures, and validating methods for planning, delivery, and execution of engineering assignments; determining the specific data required to answer questions and to resolve problems pertaining to engineering practices; planning construction and renovation projects include the planning and scheduling the work with the contractor, end users, and other entities affected by the projects; and assembling, correlating, and interpreting a variety of technical data and communicating such information in person/in writing. (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.) OR, Education (GS-09): Graduate education or an internship meets the specialized experience required for GS-9 in those instances where it is directly related to the work of the position. To qualify based on education for this grade level you must have two full years of graduate education or a master's degree meets the requirements for GS-9. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.(TRANSCRIPT REQUIRED: If you do not submit your transcript, your application may not be reviewed.) OR, Combination (GS-09): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. Only education in excess of the first full one year and a half of graduate education (i.e., 27 semester hours) is creditable toward meeting the specialized experience requirements. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Building and ConstructionDesignProject ManagementTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work involves moderate physical demands in terms of inspections, investigations, and surveys of facilities. There is commonly some physical exertion such as long periods of standing, walking, stooping, bending, and climbing.
