This position is located within the Engineering Service at the St. Cloud VA Medical Center in St. Cloud, MN. The position performs a variety of work requiring application of extensive technical knowledge involving various established engineering methods, procedures, techniques, and practices.
Duties

Duties may include, but are not limited to the following:
Reviews the needs of the medical center and makes recommendations as to the scope of the work (SOW).
Investigates alternatives to accomplish this work as required.
Plans, develops and supervises complex projects involving highly sophisticated medical equipment installation requiring methods and procedures not usually found in written procedures.
Serves as the Contracting Officer's Representative (COR) for all construction projects and leases as assigned.
Prepares and oversees the production of plans, specifications, estimates, and schedules for complex projects.
Administers construction contracts for compliance with project documents and other applicable standards, evaluates submittals, and processes payment applications and invoices within the required time frames.
Prepares space requirement packages for new leases.
Assembles procurement packages for new leases and submits to contracting.
Conducts market research and analysis for potential properties.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am-4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next lower grade level (GS-10) in the Federal Service. Technician experience includes supervising, leading or performing work involving applying a practical knowledge of the (1) methods and techniques of engineering or architecture and (2) construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices and materials. Qualifying specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and Estimator who analyzed designs for production purposes; Instrument Maker or Model Maker who performed design or development work on devices fabricated. Additional experience includes: planning, developing and supervising complex projects; performing drafting using computer-aided design (CAD) techniques; and preparing and overseeing production plans and contracts. EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 academic years of progressively higher-level graduate education that is directly related to the work of the Engineering Technician position, such as engineering, construction, or industrial technology. COMBINATION: Have equivalent combinations of successfully completed graduate level education (beyond master's degree) and specialized experience, as described above. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the work is performed indoors in a well-lit, temperature and sound controlled office setting. However, incumbent may be exposed to the hazards of weather, dirt, dust etc. associated with construction settings while making "on-site" inspections of assigned projects. Incumbent must be physically able to climb, crawl, walk, stoop, sit and stand to perform assigned duties. Incumbent is also expected to comply with all safety codes and other practices described in the Engineering and Medical Center Safety Manuals.
