This position is assigned to the Projects Section of Facilities Management Service Line at the St. Cloud VA Health Care Center (SCVAHCS), where he/she functions as the Project Management Coordinator. The position serves as the central point-of-contact for status of all engineering work requests; reviews and checks technical aspects like drawings, specifications, quantities, costs, accuracy, completeness and conformity with requirements for planned projects where precedence has been established.
Duties
Assist senior staff members in planning, engineering management, operation, and overall coordination; and for providing advice, assistance and information on all matters related to assigned conventional projects of moderate complexity.
Apply standardized knowledge of engineering principles, methods, techniques, and criteria to projects that are conventional in nature.
Responsible for planning, managing, prioritizing, and providing engineering technical services to ensure the timely performance of a satisfactory amount and quality of work in an efficient manner to meet the healthcare mission.
Ensures that work requests are processed in accordance with established operating procedures, that they are checked for duplication, and they are processed in accordance with approved priorities.
Provides technical assistance to other parties as may be required to improve work management and productivity. Inspects, reviews, and analyzes a variety of issues for deficiencies and/or performance issues; identifying corrective action and following through to ensure corrections occur.
Develops statistical data to provide management with customer support trends.
Maintains a working file of reference material used in the analysis process.
Compiles information to improve planning and estimating techniques.
Participates in the preparation of input to procurement packages to ensure correct content and format of technical data.
Monitors drawings and the methods used in their preparation.
Attends meetings with pertinent personnel to evaluate progress and reviews completed work.
Verifies data presented by contractors or other personnel and discusses any special requirements for specification control and source control drawings.
Refers (accept/reject) submitted technical data to senior engineers.
Prepares and maintains engineering-related drawings and plans according to established guidelines, using a variety of computer based techniques, including scanning, hand digitizing, direct file transfer, and use of highly specialized CAD (computer-aided design) graphic programs.

Work Schedule: Monday thru Friday, 8:00am to 4:30pm, some off-duty hours may be required

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated. OR,
In addition to the experience described above, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but are not limited to: assisting senior staff members in planning, engineering management, operation, and overall coordination; providing advice, assistance and/or information on all matters related to assigned conventional projects of moderate complexity (i.e. work that would typically require coordination of project work requirements with other technical and administrative elements within an agency); familiarity with applying standardized knowledge of engineering principles, methods, techniques, and criteria to projects that are conventional in nature; familiarity with providing engineering services associated with job order contracting and construction to include evaluating tenant requirements, to establish scope of work, design criteria, and estimates of design time and costs; familiarity with providing technical assistance to support contract administration; ability to accomplish study/design requirements and preparing/coordinating design packages for renovations, repairs and/or alterations; displayed understanding of familiarity with the principles, methods, and techniques of various engineering disciplines. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) full years of graduate education in Engineering Technology or a similar field that meets the requirement for a GS-09. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS REQUIRED). OR,
Combining Education and Experience: Equivalent combinations of specialized experience and graduate education in Engineering Technology or a similar field may be qualifying for this position. (TRANSCRIPTS REQUIRED)
Certification:
Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

The work involves moderate physical demands in terms of inspections, investigations, and surveys of facilities. There is commonly some physical exertion such as long periods of standing, walking, stooping, bending, and climbing.
Working Conditions: The work is performed in a well-lighted, heated, and ventilated space. The space is easily accessible by elevators or stairs. Normal office safety measures prevail. There is a fair amount of discomfort associated with construction sites on a recurring basis. The selectee may have to wear safety equipment such as hard hats or safety shoes and be exposed to environmental hazards such as dust, high noise, fumes, and extreme temperatures.
