This position is assigned to the Projects Section of Facilities Management Service Line at the St. Cloud VA Health Care Center (SCVAHCS), where he/she functions as the Computer Aided Design (CAD) professional. The incumbent also serves as a Contracting Officer's Representative (COR). This person also functions as a Project Manager and an Assistant Project Manager on designated less complex construction and maintenance contracts.

Duties

Prepares construction and maintenance contract packages, station drawings, specifications, scope of works, contract schedules, contract estimates, etc. using computer software. Prepares drawings for proposed additions, improvements, alterations, modifications, repairs, and equipment installations by utilizing written specifications, photographs, other drawings, manufacturers' data sheets or models, (i.e. drawings which include roadways, grounds, structures, buildings, utilities, distribution systems, building service equipment systems, operations equipment, medical/laboratory equipment, and furnishings). All Construction Specification Institute division assemblies (as appropriate) shall be illustrated on/within construction plans and specifications per industry and VA standards. Preparation of detail drawings will range from simple designs involving mostly straight lines, arcs, and circles with easily visualized interrelationships to the more complex types involving irregular and reverse curves, crowded and hidden details, three-dimensional drawings, and CAD-generated presentations. Functions as a Project Coordinator and Project Manager (primary or alternate Contracting Officers Representative (COR) on the less complex construction and maintenance contracts). Will be assigned to multiple types of contracts as a COR, (i.e. types of contracts include, but are not limited to equipment, services, studies, designs, construction, etc.). Responsibilities include planning, estimating, designing, drafting, specification writing, contract interpretation, coordination, project management, scheduling, payment processing and inspecting a limited number of service/equipment/construction/maintenance projects at the medical center. Review and recommend action to the Integrated Project Team (consists typically of contractor(s), contracting officer, primary COR, the Project Section Chief) regarding contractor's submittals, request for information, requests of contract modification, contractor schedule of values, safety plans, inspects construction sites and project critical path method schedules. Will serve as a representative of the Facilities Management Service Line and the Contracting Officer (CO). Will perform project management duties of the contract to assure all contract requirements are met. Position is at the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This position has an Individual Occupational Requirement that is defined as: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. And, Basic Requirements: Specialized Experience: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR, In addition to the experience described above, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include what is stated above, as well as, but are not limited to: experience managing and executing Computer Aided Design (CAD) program which includes creation and management of the record drawings (digital, hard copy library, etc.); documenting/updating of current layouts/conditions across a medical center and concept, design development and construction/implementation packages; familiarity with the space survey program which includes systematically inspecting and physically field verifying measurements, current use of rooms, floor coverings, wall coverings, ceiling coverings, etc.; familiarity with developing contract and station drawings, layouts and plans required for proposed additions, improvements, alterations, modifications, repairs, equipment installations, and new construction. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate education in Engineering Technology or a similar field that meets the requirement for a GS-07. NOTE: One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS REQUIRED). Combining Education and Experience: Equivalent combinations of specialized experience and successfully completed graduate level education may be qualifying for this position. (TRANSCRIPTS REQUIRED) Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. Preferred Experience: Computer Aided Design (CAD) Drafting or building system assemblies. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. The majority of the work is sedentary with occasional physical activity during surveys of worksites or the inspection of existing facilities. While the work may require the lifting of lightweight items under 50 lbs, the work does not require any special physical effort. The work however does require the ability to climb ladders, navigate in spaces such as crawl spaces and mechanical spaces and to safely review all existing and newly constructed conditions. During active construction contracts, the incumbent will be required to inspect jobsites daily. Typical construction site hazards will be encountered such as overhead work hazards, uneven walking surfaces, slip and trip hazards, heavy equipment hazards, earthwork hazards, etc. During space survey activities incumbent will be required to inspect all reasonably accessible spaces of the medical center, including utility tunnels, mechanical rooms/mezzanines, and exterior grounds. Campus corridor system is approximately three-quarter (¾) of a mile with approximately 200 acres of grounds. Traversing these distances will be required. Working Conditions: The work is usually performed in an office setting, with adequate lighting, heating, and ventilation. Daily visits to construction worksites or inspections require normal safety precautions.
