You will serve as a MANAGEMENT ANALYST (CIVPERS PROGRAMS) in the Headquarters Staff Services Division of COMMANDER US PACIFIC FLEET.
Duties
You will provide a broad range of guidance to staff, managers, and supervisors on manpower utilization, organization structures, workforce
composition, staffing ratio, etc.
You will administer programs in accordance with applicable regulations, statues, policies, and procedures in response to command-unique problems and conditions.
You will exercise knowledge of mission goals and objectives, management philosophy, and current principles of civilian program management to develop an integrated approach to problem resolution.
You will serve as the command liaison with serving HROs regarding civilian recruitment and programs.
You will serve as a team lead responsible for distribution and balance of workload, tracking status and progress of work, providing advice and guidance to team members.
You will lead, coordinate, or develop training for the team and assess strengths and weaknesses to determine what improvements can be made.
You will analyze the effectiveness of position management, organization, manpower utilization using data from DCPDS, HR Link, Total Force Manpower Management System (TFMMS), Activity Manning Document (AMD), Total Workforce Management Services (TWMS),
You will use of a variety of software applications (e.g., Access, Excel, PowerPoint) to produce manpower tracking reports pertaining to civilian vacancies, civilian manpower requirements, civilian positions authorized, on board count, etc.
You will perform special studies and research projects for HQ to facilitate the implementation and efficient operations of programs dealing with a variety of work process and functions.
You will analyze discrepant information and making recommendations based on legally supportable conclusions.
You will analyze administrative aspects of resource management to assist USPACFLT HQ management in forecasting, formulation, and
documentation of civilian staffing needs to meet its mission requirements.
You will provide expert advisory management advisory services on a range of civilian personnel related matters.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting studies of civilian personnel programs (e.g., recruitment, manpower utilization, organization structures, workforce composition, staffing ratio, billet management), utilizing qualitative and quantitative analyses methods to analyze findings and develop recommendations for mitigation of problems and inefficiencies. Must have experience with civilian HR systems/databases (e.g., Defense Civilian Personnel Data System (DCPDS), HR Link, Total Force Manpower Management System (TFMMS), Total Workforce Management Services (TWMS)).
