The primary purpose of this position is to serve as Deputy Division Chief providing planning, directing, organizing, and exercising control over functions assigned to the Plans and Programs Division (XOX) of the National Air and Space Intelligence Center.

Duties
- Oversees, synchronizes, and coordinates planning for the development of innovative business planning and operations solutions to address challenges across the Center.
- In coordination with and/or absence of the Division Chief, represents XOX with a variety of installation and functional area organizations.
- In coordination with and/or absence of the Division Chief, performs Division Management - plans, organizes, and directs the activities of NASICs Plans and Programs Division (XOX), ensuring that XOX complies with legal and regulatory requirements and meets customer needs.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices relating to all-source intelligence, as well as integrated intelligence analysis of foreign systems and forces; knowledge of both all-source and single-INT practices, as well as the intelligence process; knowledge and understanding of modern information technology architecture and practices, as well as implementation within the IC; knowledge and understanding of the management of complex multi-disciplinary projects; knowledge of the entire Science & Technology (S&T) intelligence planning process in order to assist in relating intelligence productions requirements to business planning and programming. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, interrelationships and operations.
2. Knowledge of a wide range of concepts, principles, and practices relating to all-source intelligence; and knowledge of National Intelligence Program (NIP), General Defense Intelligence Program (GDIP), National Geospatial-Intelligence Agency Program (NGP), Consolidated Cryptological Program (CCP), and Military Intelligence Program (MIP).
3. Knowledge of a wide range of concepts, principles, and practices related to the development of strategic corporate plans, policies, programs, and recommendations to support security-sensitive intelligence production missions; knowledge of common plans and program management practices, procedures, regulations, precedents, and guidelines.
4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization; ability to communicate effectively both orally and in writing, tailor presentations for specific customer set; and maintain good working relationships with local analysts as well as the IC.
5. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major intelligence organization.
6. Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.
CONDITIONS OF EMPLOYMENT CONTINUED:
This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
