The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Plans and Programs Section. ***Salary ranges includes local market supplements***

Duties

DUTY 1: Plans, organizes, and directs the activities of NASICs Plans and Programs Section, ensuring that the Section complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and planning and programming objectives. DUTY 2: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. DUTY 3: Represents Plans and Programs Section with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with NASIC, AF, Defense Intelligence Agency (DIA), National Geospatial Agency (NGA), National Security Agency (NSA), DoD and partner Intelligence Community (IC) agencies.

  • Prolonged periods of sitting, reading and intense data analysis are typical. This work is mostly sedentary performed in an office setting.
  • A bachelor's degree in business management, national security, strategic intelligence, or a related field is highly desired.
  • An advanced degree and substantial experience as a warfighter intelligence consumer are highly desirable.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices related to the development of strategic corporate plans, policies, programs, and recommendations to support security-sensitive intelligence production missions; knowledge of concepts, principles, and practices relating to all-source intelligence; knowledge of the national IC, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the national IC, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations; knowledge of common plans and program management practices, procedures, regulations, precedents, and guidelines. 2. Knowledge of a wide range of concepts, principles, and practices relating to all-source intelligence; knowledge of National Intelligence Program (NIP), General Defense Intelligence Program (GDIP), National Geospatial-Intelligence Agency Program (NGP), Consolidated Cytological Program (CCP), and Military Intelligence Program (MIP). 3. Knowledge of a wide range of concepts, principles, and practices related to the development of strategic corporate plans, policies, programs, and recommendations to support security-sensitive intelligence production missions. 4. Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. 5. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues impacting effectiveness and efficiency of work operations in a major intelligence organization. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization; ability to communicate effectively, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal. 2. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 3. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
