You will serve as a MANAGEMENT & PROGRAM ANALYST in the PROGRAM PLANNING and REVIEW DIVISION, POSITION MANAGEMENT BRANCH (CODE 1225) of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will provide management and program analysis services for the Position Management Branch.
You will maintain an accurate and up to date account of all billet numbers.
You will assist Position Manager with organizational manpower data.
You will provide quality control review of personnel actions.
Requirements

- You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience utilizing qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of substantive administrative and technical programs critical to Shipyard operations.
- Experience utilizing position management policies, concepts, practices and principles in order to analyze and develop recommendations for improvement in program operations and objectives.
- Experience with organizational and manpower data to internal and external stakeholders.
To qualify for the GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience assisting with the utilization of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of substantive administrative and technical programs critical to Shipyard operations.
- Experience applying position management policies, concepts, practices and principles in order to analyze and develop recommendations for improvement in program operations and objectives.
- Experience assisting with organizational and manpower data to internal and external stakeholders.

Education
You may also qualify for the GS-11 with the following education:
Ph.D. or equivalent doctoral degree.

3 full years of progressively higher level graduate education leading to such a degree.

LL.M., if related.

Combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
