Primary purpose is to serve as the 16 AF/A1M Reserve Affairs Specialist on the validation and execution of Military Personnel Appropriation/Reserve Personnel Appropriation resources and Individual Mobilization Augmentee manpower positions allocated
United States Air Force, Air Combat Command, Headquarters Sixteenth Air Force (16 AF), Manpower Organization and Resources Division (A1M), JBSA Lackland, TX.
Duties
Responsible for the accurate forecasting of reserve requirements and the validation and execution of Fiscal Year (FY) MPA and RPA man-day allocations.
HQ 16 AF Staff Unit Reserve Coordinator (URC) for HQ 16 AF and its primary subordinate units.
Serves as focal point for NAF reserve manpower actions and annual program reviews.
Represents HQ 16 AF and 16 AF/A1 at designated meetings, conferences, and working groups.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented
Information (SCI), other intelligence-related Special Sensitive information.
- Involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under
the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of such guidance must be understood to prevent inadvertent misuse of resources. Knowledge of a wide range of concepts, principles, and practices in Reserve resource management to evaluate and process requirements. Knowledge of ARC personnel management guidance and TFI policies and procedures. Detailed knowledge of Manpower MPA Manday Management System (M4S) and of existing laws and policies affecting reserve requirements is required to preclude loss of resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Theorical knowledge and understanding of Active Duty and Reserve personnel management functions and business rules.
2. Knowledge of DoD and Air Force military structures and the Air Reserve and Guard components including mobilization concepts, reserve augmentation and activation procedures.
3. Knowledge of financial management and resource allocation principles and techniques.
4. Ability to communicate effectively with others, both orally and in writing, to provide solutions and respond to questions.
5. Skilled in effectively organizing and analyzing information; and producing reports, position papers, and briefings with clear and concise findings which are responsive to the specific needs of management officials.
6. Knowledge of security practices and procedures for the protection of classified and PII material.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
