The position is located in the National Center for Biomedical Information (NCBI), Information Resources Branch (IRB), Operations Services Section (OSS).
Duties
As a Supervisory IT Specialist (Systems Analysis), you will:
Plan, direct, and establish policies and procedures governing the organization and management of the Enterprise Storage Group and team, and direct the implementation of these policies and procedures for an effective an efficient operation of the group.
Participate in the architecture review, and deployment of multiple multi-petabyte object, and NAS storage systems from vendors such as NetApp, Panasas, Cloudian, and VAST.
Coordinate storage systems planning with engineering teams as member of NCBI's Architecture Review Board.
Oversee the design and implementation of storage systems, manage data backup and recovery processes, and ensure data integrity and security. Oversee system checks, performance tuning, and the troubleshooting of storage-related issues.
Devise efficient data storage, retrieval, and backup strategies.
Supervise critical IT support services required to ensure the 24x7 operations and maintenance of the NIH critical IT infrastructure, including systems and storage.
Provide leadership in centralized IT event management and reporting, asset discovery and configuration management, and oversight of the monitoring of IT operations required to ensure the health and performance of the NIH's critical IT infrastructure.
Enable NLM/NCBI/IRB to handle large volumes of data effectively, ultimately facilitating smooth business operations, strategic planning, and decision-making processes.
Play a central role in implementation of an IT service monitoring centralization/consolidation effort to improve the quality of monitoring services, improve incident/event management, and provide oversight of the configuration management process.
Serve as the technical lead to help Institutes' plan to utilize cloud resources to support NIH and NCBI/IRB strategic plan in support Data Science policy.
Lead and guide the scientists in the requirements of collection and analysis, development, documentation, testing, and implementation of each system for cloud adoption.
Requirements

Qualifications
For all IT positions, individuals must have IT-related experience demonstrating each of the four competencies listed below:

AND You qualify at the GS-14 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the federal service obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: planning and directing the installation of a highly specialized systems in a major IT functional area; translating management objectives/directives into systems requirements; managing a major IT implementation project process through all phases; assessing the feasibility of proposed systems; collaborating with stakeholders to determine system adequacy; and experience managing and directing resources in support of the systems analysis function, and managing and supporting the planning, design, and implementation of new and improved information systems.
