You will serve as a Program Analyst (Mission Assurance Specialist) in the Public Works Department of NAVFAC OSF.

Duties

You will serve as the primary Operations Security (OPSEC), Emergency Management (EM), and Continuity of Operations (COOP) coordinator. You will be responsible for administering and implementing the OPSEC, EM, and COOP programs You will develop NAVFAC OPSEC policy, review and recommend edits of OPSEC related material, and oversee the implementation of policies in NAVFAC subordinate commands, offices, and organizations. You will coordinate disaster response and crisis management activities, including development and maintenance of plans, training, and procedures. You will develop the Command Emergency Action Plan, coordinating exercise plans and preparing emergency situation status reports that describe response and recovery efforts, needs, and preliminary damage assessments. You will conduct continuous assessments, improvement projects, and initiatives to enhance program effectiveness and efficiency.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS for occasional travel.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: sector 1) Providing threat and vulnerability analysis of operational security (OPSEC) information, assessing risk, and applying countermeasures.2) Identifying OPSEC violations or unauthorized disclosures of information that could be damaging to national security, and 3) Coordinating emergency action plans, disaster response, and/or crisis management activities.
