About the Position: Serves as a Human Resources (HR) Specialist (Classification) and senior HR advisor of Talent Pool Management (TPM), Civilian Senior Leader Management Office, Deputy Under Secretary of the Army (DUSA) related to Position Management and Classification(PM&C). Provides research, advice and consultation to senior management in order to enhance the achievement of Agency Civilian Executive programs and goals for the Office of the Secretary of the Army.
Duties
Serves as the Senior HR Classification Specialist with final technical authority within Civilian Senior Leader Management Office (CSLMO) for all matters dealing with the Position Management & Classification functional area.
Responsible for Classification of civilian programs classified above the GS-15 level with special emphasis in the areas of Senior Executive Service, Scientific and Technology, Senior Level, Highly Qualified Expert, and HQE/Senior Mentor programs.
Responsible for advising management on SES program activities including SES pay, protocol, and tiering.
Collects, reviews and analyzes programmatic information and data and provides comprehensive assessment of program(s) successes and deficiencies to all levels of Army management as well as to DUSA.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is eligible for situational telework only, including emergency and OPM prescribed “unscheduled telework”.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent must obtain and maintain a Secret clearance.

Specialized Experience: One year of specialized experience which includes 1. Providing expert advisory and consultative services, to senior leadership and program managers, and others on Senior Executive Service human resources problems or issues, 2. Developing appropriate interventions for management on classification issues and concerns particularly those not covered in precedents, 3. Conducting policy and process reviews to evaluate effectiveness of current practices and to ensure consistency in their application, AND 4. Providing authoritative interpretation and instructions on laws, regulations, policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
