Duties

This Intelligence Operations Specialist position is located in the Transportation Analysis Division (TAD), Intelligence and Analysis (I&A), Operations Support (OS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Monitors reporting, research, writes and briefs complex threat and/or risk information relating to Transportation Security Administration (TSA) operational components, private industry, and foreign transportation security stakeholders at headquarters and in the field. Performs and reviews analysis of intelligence/counterintelligence, open source, operational, and vetting of reports on attacks or incidents affecting transportation and other data to identify trends, patterns, linkages, draw conclusions, and estimate probabilities based on current and past intelligence/counterintelligence information and events. Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Reviews reporting, analysis, and production for timely and accurate responses to priority intelligence/counterintelligence requirements, Intelligence and Analysis (I&A) plan of analysis, and emerging customer requirements by applying experience and advanced technical knowledge to accomplish assignments and develop plans and techniques designed to improve programs and policies. Provides evaluation and feedback for improving intelligence/counterintelligence production, intelligence/counterintelligence reporting, collection requirements, and operations and may act as a contributing specialist on large work activities or as a team leader for single or small work activities. Identifies and submits requirements on behalf of customers for the purposes of developing priority information/intelligence/counterintelligence requirements as appropriate and may act as a key technical point of contact for assigned activities. Performs peer-and-first-level review of reports/products to ensure quality, clarity, accuracy, and security, and resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Collaborates with other organizations, agencies, intelligence/counterintelligence community, and law enforcement community partners at headquarters and/or in the field to ensure comprehensive understanding of threats or risks affecting transportation and any necessary de-confliction. Provides information, reports, and assessments for the purposes of informing leadership, customers, and other partners; seeks feedback to inform requirements and continuous improvement of products and services and performs assignments that typically require solutions that are derived by interpreting and extrapolating from situations that were faced in the past. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. The major duties described above reflect the full performance level of this position. Typically, the lower pay bands (G Band and H Band) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), applicants must meet one of the qualification requirements (A, B, OR C) outlined below.A. Experience: For those qualifying using experience, your application must clearly outline one (1) years of specialized experience, which was equivalent to at least GS-9 in the Federal service or equivalent experience in the private sector. Such experience will demonstrate the ability to: Assisting with writing intelligence assessments, reports, and products from multiple sources; and Communicating general information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means. OR B. Education: A Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position (Intelligence) OR C. Combining of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Writing intelligence assessments, reports, and products from multiple sources; and Applying intelligence and analytic processes, standards, and tradecraft sufficient to perform and enhance analyses of emerging adversary tactics and threats to the U.S. transportation sector within the homeland and worldwide; and Communicating information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means that represents an organization or agency with outside intelligence agencies in the U.S. and overseas. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Researching, writing and briefing complex threat and/or risk information relating to transportation equities for an organization's operational components, private industry, and for foreign transportation security stakeholders at headquarters and in the field; and Applying intelligence/counterintelligence and analytic processes, standards and tradecraft sufficient to perform and enhance analyses of emerging adversary tactics and threats to the U.S. transportation sector within the homeland and worldwide; and Coordinating and communicating complex information, concepts, or ideas in a confident and well-organized manner through verbal, written, and/or visual means sufficient to represent TSA with outside intelligence/counterintelligence agencies, travel to other areas in the U.S. and overseas. GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
