You will serve as a Supervisory Engineering Technician (Assistant Chief Test Engineer - Non-Nuclear) in the Operations Branch, Test Engineering & Planning Division, Engineering and Planning Department, Portsmouth Naval Shipyard, Kittery, Maine. ***This is a Temporary Promotion not to exceed one year; may become permanent without further competition.***

Duties

You will serve as the Assistant Chief Test Engineer (ACTE)-Non-Nuclear for the nuclear submarine to which assigned. You will ensure the timely establishment, direction and conduct of the Division non-nuclear test program and the overall work control and tag-out programs including off-yard nuclear submarines and other Navy vessels to which assigned. You will direct and/or coordinate multiple trades to ensure all support systems are capable of meeting Naval Nuclear Reactor Office technical requirements. You will provide formal certification of readiness of non-nuclear ship's systems required to support major key events. You will provide direction for preparation of sea trial agendas and overall direction for assigned sea trials including review of test data for acceptance and/or decision for repair or retest. You will provide technical guidance, personnel, performance and position management; identify training needs; interview/select candidates for vacancies; recommend promotions and awards; resolve disciplinary issues and administer EEO policies.

  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Occasional overtime may be required.
  • Incumbent must qualify as an LTE-HM and E within 1 year of effective date of promotion.

Qualifications

SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must demonstrate the following: Experience working with technical manuals, directives and reports pertaining to all non-nuclear processes associated with maintenance, overhaul, modification and testing of nuclear and non-nuclear submarines and surface ships. Experience working with shipboard systems, work control requirements, system testing, shipboard safety and SUBSAFE re-entry control. Experience applying advanced principles of Non-Nuclear testing to coordinate nuclear, combat and HM&E system interfaces. Experience working with the advanced concepts of project management. Experience as Lead Test Engineer, providing technical oversight of test programs. Experience performing supervisory duties such as providing technical guidance, personnel, performance and position management; identifying training needs; interviewing/selecting candidates for vacancies; recommending promotions and awards; resolving disciplinary issues and administering EEO policies.
