You will serve as a SUPERVISORY ENGINEERING TECHNICIAN (NUCLEAR) in the NUCLEAR TEST ENGINEERING DIVISION, NUCLEAR ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will exercise technical control of all work performed by the shipyard on the nuclear propulsion plant. You will specify the test requirements necessary to prove out all work for which the Nuclear Engineering Department is responsible. You will be responsible for the planning, management and execution of the reactor test program. You will be responsible for the planning, engineering, coordination and production of fluid and mechanical systems required to support the reactor plant overhaul, refueling, and test program. You will review all work and correspondence originating from the division to ensure that overall objectives and requirements are met.

  • You will be required to be qualified as a Shift Test Engineer in accordance with NAVSEA 0989-028-5000, Manual for the Control of Testing and Plant Conditions.
  • You will be required to take periodic comprehensive written examination administered by both the shipyard and the U.S. Department of Energy.
  • You will be required to take periodic oral examination conducted by senior shipyard managers and witnessed by representatives of both Department of Energy and the prime contractor.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of the theory of design and operation of pressurized water reactor plants including reactor theory, chemistry, corrosion, and basic nuclear physics applied to radiation and radiological control, overall plant operation theory and casualty procedures, etc; Experience implementing of Reactor Plant tests programs including coordinating complex reactor plant testing and maintenance in accordance with all requirements and regulations associated with reactor plant overhauls; Experience conducting shipyard administrative procedures to be followed in planning, executing, and controlling reactor plant tests and operations performed during the course of an overhaul or refueling; Experience analyzing test results and determining changes to nuclear reactor plant systems or operational procedures as a result of tests; Experience applying knowledge as a qualified Shift Test Engineer; Experience communicating effectively, both orally and in writing, and the ability to mentor and provide formal training to junior engineers.
