You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the TEMPORARY SYSTEMS AND SERVICES DIVISION, ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties
You will develop and review competency requirements, identifying training requirements or gaps proactively.
You will provide guidance, direction and leadership to NAVSEA and PNS staff related to Temporary Systems programs and policies
You will attend and participate in senior management meetings and conferences
You will coordinate and act as liaison with various levels of ships force, tenant commands and federal contractors, NAVSEA and others as required relating to all temporary system, temporary service and industrial process equipment.
You will provide full administrative and technical supervision to all areas of responsibility for Temporary Systems.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience interpreting and developing directives, regulations, and plans.
*Experience planning and scheduling work, setting priorities, assigning work, setting performance standards and evaluating performance.
*Experience analyzing and developing recommendations for improvement in submarine maintenance support capabilities.
*Experience resolving technical, scientific, engineering, and design problems which involve policy determinations or interpretations.
*Experience with divisional budget and authorization, technical knowledge and ability to communicate outside organizations (production, project management, contracting office) regarding problem resolution.
* Experience with engineering concepts, principles and practices related to design and evaluation of temporary systems related to submarine overhaul and maintenance.
