Duties
Serves as the Senior Analyst administrating the development and execution of all manpower plans, programs, and policies.
Serves as advisor and consultant to the Director, Director staff, higher headquarters General Officers, Senior Executives, functional directors, and field activities for development of individual plans and subsequent implementation.
Plans overall work operations, sets priorities, identifies short- and long-range goals, and establishes objectives.
Provides advice and recommendations to the Network Director, Military Treatment Facility (MTF) Directors and Defense Health Agency Headquarters (DHHQ) Staff and committees on manpower related initiatives.
Utilizes the results of analyses to determine the effect on existing policy, coordinate with affected officials, and prepare official organizational charts and functional statements for approval of interested officials.
Performs coordination and collaboration with other organizational elements in establishing and facilitating the Strategic Business Planning activities throughout the Network.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

One year of specialized experience which includes managing and planning manpower functions; utilizing manpower systems to analyze, identify issues and recommend solutions pertaining to management programs, policies and procedures, organization structures and budget cost factors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
