The primary purpose of this position is to provide support to military and civilian employees with job skills training and developmental opportunities through administration of the installation level formal training and Enlisted Professional Military Education (EPME) programs.
Duties
Administers Installation Formal Training program. Serves as the installation's Office of Primary Responsibility (OPR) for all formal training matters.
Administers Installation Enlisted Professional Military Education Program.
Represents the Formal Training Section with a variety of installation and functional area organizations.
Uses varied and advanced functions of office automation software to create, format, modify, edit, and print a variety of letters, reports, memos, and other textual documents.
Performs ancillary duties as required. Assists the Test Control Officer (TCO) or Test Examiner (TE) by acting as a test proctor.

- The incumbent must have the ability to type a minimum of 40 WPM
- The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in familiarization of Formal Training Section training and educational principles, objectives, processes, and procedures. Knowledge of federal government, DoD education and training programs, rules, regulations, and requirements to provide guidance and assistance to unit personnel on these programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Successful completion of a 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed education above the high school level and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the methods, principles, and practices related to training program management and use of training resources; including knowledge of laws, regulations, policies, practices, and procedures covering military and/or civilian training programs.
Practical knowledge of automated personnel data systems and the ability to code training as required.
Ability to communicate effectively both orally and in writing as well as plan, organize work, and meet deadlines.
Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Knowledge of military organizational structure, protocol, and similar matters.
Knowledge of various office automation software programs, tools, and techniques to support education and training office operations and produce a variety of documents, such as letters, spreadsheets, databases, and graphs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
