The primary purpose of this position is to serve as the installation Education and Training manager, providing planning, directing, organizing and exercising control over installation On-the-Job, Formal, Professional Military Education, and Ancillary Programs. Oversees the training and development of installation unit training managers.

Duties

DUTY 1: Plans, organizes, and directs the activities of the 88th Air Base Wing Training Office, ensuring that Installation Training Programs comply with legal and regulatory requirements and meet customer needs. DUTY 2: Directs the management of base-level training (military OJT). DUTY 3: Leads the installation formal, professional military, and ancillary training programs and performs military and education support and testing in other program areas. DUTY 4: Represents Installation Training Office with a variety of installation and functional area organizations. DUTY 5: Utilizes multiple office automation and performs additional duties/responsibilities.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • Selectee may be required to serve a probationary or trial period.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes ability to transfer and translate knowledge of base education and training programs, military personnel functions, and various data management system interactions into operating procedures for customers knowledge of Force Development training, testing and education services program processes, or similar processes in parallel business and industry organizations in order to manage and oversee a comprehensive training program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of Force Development training, testing and education services program processes, or similar processes in parallel business and industry organizations in order to manage and oversee a comprehensive training program. 2. Knowledge of military organizational structure, protocol and similar matters. 3. Ability to plan, organize, direct, and guide various education and training functions and staff of a large sized military/civilian organization. 4. Ability to plan and organize work, meet deadlines, communicate effectively, both orally and in writing using correct grammar, spelling, punctuation, format and with tact and courtesy. 5. Skill and ability to prepare project and staff reports and to speak publicly, brief/teach/present information to diverse groups of both civilian and military personnel at all levels and ranks with diplomacy. 6. Skill in use automation software and maintenance of related equipment. 7. Ability to transfer and translate knowledge of base education and training programs, military personnel functions, and various data management system interactions into operating procedures for customers. Requires interviewing, analytical and writing skills used in connection with moderately complex subjects. __________________________________________________________________________________ PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
