The primary purpose of this position is to serve as USAFSAM Registrar and Student Resource Center technician and authoritative source of information for the Air Force Oracle Training Administration, Student Management System (OTA).
Duties
Serves as Scheduler for the USAFSAM, developing and managing all phases of student/course administration.
Plans, organizes, and develops current and long-range scheduling for all formal courses, and manages quotas for the USAFSAM education and training program.
Plans, organizes, develops, and distributes course schedules for all formal courses and utilization of facilities in the USAFSAM education and training program.
Manages education and training instructional products including equipment requirements, and instructional aids. Reproduces student instructional material through the Defense Logistics Agency, Defense Automated Printing Service (DAPS).
Collaborates with USAFSAM Training Coordinators to provide analysis on student production (including programmed versus actual student entries) to determine impact, program deviations, elimination, wash back and student advancement trends.
Represents the section with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes providing internal and external customer/administrative support, experience using information system databases, coordinating training activities, and coordinating course registration activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate education that when combined equals 100% of the qualification's requirement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to creatively plan and prioritize work and meet deadlines while working in a team-oriented and customer responsive environment. Possess practical knowledge of methods, procedures, principles, theories, and techniques of a Registrar function.
2. Authoritative knowledge of the Air Force Training Management System (OTA) and the technical training process from initial screening and MAJCOM request through the quota allocation, confirmation flow, and to the recording of graduate information to effectively perform the functions.
3. Considerable knowledge of Air Force manpower systems and the policies, procedures, and methodologies used in developing an USAF training program. Knowledge of the process used to allocate training quotas to meet MAJCOM training requirements, the USAF Trained Personnel Requirements (TPR) and production goals for enlisted and officer medical AFSC's for which USAFSAM is responsible.
4. Knowledge of the organization and management of policies relative to the education and training program, and appropriate governing directives to identify and solve problems encountered within the broad description of goals and planned objectives of the division chief.
5. Analytical ability to resolve/present alternative solutions to program shortages. Ability to perform analysis to improve and project utilization and meet USAF training requirements based on available resources.
6. Skill in using computers and commercially acquired spreadsheet applications for the purpose of developing, maintaining, and compiling information.
7. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
