The primary purpose of this position, RESEARCH PROGRAM SPECIALIST, GS-1702-12, is to be responsible for carrying out the beginning lifecycle of the proposal processes by ensuring compliance, tracking, reviewing, and finalizing proposals for submission to sponsors while serving numerous faculty members in various departments and research centers.
Duties
-Responsible for the pre-award grant preparation and submission processes as well as other pre-award activities in the Office of Sponsored Programs in accordance with Air Force rules and regulations and other guidance governing university research activities.
-Ensure compliance with all regulatory and legal requirements and keeps abreast of emerging trends and professional development to remain current in the field of research administration.
-Represent internal and external stakeholders in support of the office mission.
-Conduct research and prepares documents and/or technical reports incorporating project and financial information, detailing Office of Research and Outreach and the Sponsored Research Office research program activities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described as helping to research and clarify regulations, prepare reports incorporating research project and financial information as directed and otherwise facilitates externally sponsored research and educational programs; and/or assist in providing expertise as a specialist in a functional area of education and research by furnishing advisory, planning, or reviewing services on specific problems, projects, or programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of subject matter in grants laws, regulations, Executive Orders, Office of Management and Budget (OMB) directives, federal, DoD and other regulations as well as policies and precedents applicable to a variety of grant mechanisms to plan and execute pre-award activities, to provide technical assistance, and to conduct related internal operations. This includes knowledge of a wide range of special provisions such as budget development, program management, technology transfers, export controls, and use of human subjects.
2. Comprehensive knowledge of a wide range of techniques, methods, sources, and procedures within the grant submission process including cost sharing arrangements, processing of unsolicited applications, multiple awards, co-funding, and special provisions such as propriety rights, data rights, publication rights, use of human and animal subjects. Knowledge and skill in applying a wide range of business aspects of grant mechanisms including principles of cost planning, negotiation techniques; pre-award; grant administration and termination.
3. Ability to work independently and cooperatively, manage and complete multiple tasks, and organize and prioritize tasks for the pre-award section. Skill in communicating requirements and overall objectives of grant programs as well as the ability to provide technical advice and interpretation assistance.
4. Strong interpersonal skills and desire to work enthusiastically with creative people and complex ideas. Possesses strong critical thinking skills, high attention to detail to test assumptions and make informed judgements. Ability to communicate effectively, both orally and in writing, to justify, defend, present, advise on budgetary processes/actions and/or complex regulations and policies pertaining to grant activities.
5. Ability to use computer databases, spreadsheets, graphics, word processing, desk-top and web-based publishing, and internet searches to acquire, process, and present information. Knowledge of program planning and budgeting cycles, financial control and budget systems and management.
ADDITIONAL INFORMATION:
*PHYSICAL DEMANDS: The work is primarily sedentary. Some walking and standing may occur during a normal workday in connection with travel to and from meetings and conferences. May carry light items, such as reports, data products, and notebooks. No special physical ability is required.
*WORK ENVIRONMENT: Work is performed in adequately lighted, heated, and ventilated office setting and includes an array of risks and discomforts normally found in offices and conference rooms as well as with standard safety precautions. Much of the work is done using desk-top computers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
