Duties
The primary purpose of this position is: To serve as an Operations Center (OC) program analyst, applying knowledge of Air Force Special Operations Forces (SOF) aircraft, programs, missions, and requirements to plan, analyze, develop, and evaluate requirements issues, and make recommendations to resolve substantive problems/issues of effectiveness and efficiency of work operations in support command and control (C2) reach back functions.
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command and control plans and programs related to one or more of the following tactical or strategic areas: flight and mission, war, mobilization, exercise, combat rescue, PPBS, acquisition, special operations, contingency, and long-range strategy for the beddown of aircraft, rebasing concepts, tactical and strategic airlift, training, etc.
Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
Ability to research, study and advise on Air Force special operations aircraft, programs, missions, and requirements in support of unit or staff assignments within Air Force or a Joint Operations environment; in the area of Logistics Plans and Programs, Communications and Information, Operations, or Intelligence, or deployment on contingency operations.
Skill in designing and conducting studies, and preparing solutions and ability to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve significant resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.

- The employee is required to handle and safeguard sensitive and/or classified information in accordance with regulations
to reduce potential compromise.
- Prior experience in the area of Special Operations logistics and/or operational planning is highly desired when recruiting
for this position.
Qualifications
This is a Term position NTE 366 Days; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis, Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes In-depth knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge in applying the design and conduct of comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance. Knowledge in identifying and proposing solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
