Duties

Interprets applicable guidelines and regulations to assist in implementation of approved/directed internal procedural changes to accomplish financial management objectives. Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes. Examines a wide variety of documents, records, and related reports, and processes, to determine whether performance has been in accordance with Treasury and Federal Reserve procedures and appropriate regulations. Issues instructions and interpretations related to policies and regulations to ensure consistency and accuracy in operations and work operations and processes. Evaluates system, policy and program requirements and identifies the need for revisions and enhancements. Participates in the development, design and testing of system requirements and changes. The duties, described above, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying for GS-11; GS-11 if applying for GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11 Specialized experience is defined as: researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues. GS-12 Specialized experience is defined as: applying financial management principles, theories, procedures, and applications to analyze financial operations; participating in enterprise wide audit readiness initiatives by identifying internal control standards, control objectives, risks, and deficiencies in financial policies, procedures, operations or systems; and, recommend solutions to financial management problems to enhance the validity, accuracy and integrity of financial processes, data and statements. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service to be eligible for GS-11. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service to be eligible for GS-12. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level.
