About the Position: This position is located in Engineering & Construction Division Office of Chief, Huntington, WV.
Duties
Oversee workforce management and training coordination support functions including workforce training, clerical, and personnel.
Review taskers, reports and work measurement data to assist managers in adjusting workloads, reorganizing or changing work processes, functions and manpower.
Assist management in justifying and gaining corporate board approval of the annual training plan.
Serve as the day-to- day point of contact on training and career management and provides information and assistance to employees and supervisors.
Prepare annual training needs, survey responses, and inputs to automated system.
Provide analytical support to the Workforce Management Support Specialist to assist management in preparing a variety of products to include draft job descriptions, performance plans and training plans etc.
Participate in staff and/or management level meetings and discussions pertaining to the activities encompassed in a variety of administrative and management functions.
Provide analytical support to the Workforce Management Support Specialist to plan, coordinate, analyze, direct and evaluate administrative missions and operations.
Utilize computers, printers, optical scanners, and modems to store, retrieve, manipulate, transfer and print information etc.

In order to qualify, you must meet the education or experience requirements described below. For GS-09: Specialized Experience: One year of specialized experience which includes utilizing Microsoft Office to draft correspondence, inputting/ retrieving data, and developing reports etc., serving as a timekeeper; maintaining employee records; ordering supplies; generating purchase requests, arranging travel, developing training plans and organizing training needs; preparing budgets, reviewing personnel actions for accuracy and maintaining a Purchase Card. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
