The Supervisory Medical Administration Specialist (Chief, Patient Administration), GS-0301 11, is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Services Network 5 (VISN 5), at the Hershel "Woody" Williams VA Medical Center (VAMC) in Huntington, West Virginia, within the Business Office (BO).

Duties

Major Duties may Include: The incumbent performs key duties in the areas of program management analysis, administration, supervision and coordination in support of the various units under the Patient Administration Section (PAS), including Eligibility, Enrollment, Compensation & Pension, Emergency Room Administration, decedent affairs, fugitive - felon, as well as after-hours administrative operations performed by the Administrative Officer of the Day (AOD) as well as to the lower lead positions. The incumbent provides a high level of administrative support to the Business Office, upper management and clinical services. The primary supervisory function of this position is to provide leadership in a wide variety of activities relating to enrollment, eligibility, compensation and pension, as well as emergent and after hours administrative operations and to provide support to the section's lead positions. The incumbent has full responsibility for organizing, planning, directing and controlling all the programs aligned under PSS, and directly supervises several Program Support Assistants and AODs. Sets priorities and assigns work to be accomplished to meet these priorities. The incumbent assures staff capabilities through recruiting, continuing short and long-term training, and staff participation in meetings and seminars. The incumbent is responsible for the application and the implementation of EEO requirements and EEO. Keeps informed of, supports, and communicates to employees EEO policies, plans, and programs. Seeks out and utilizes available resources, including appropriate personnel generalists, EEO specialists, and training resources in conducting these responsibilities. Incumbent will be appraised on the effectiveness of his/her EEO performance. Incumbent is responsible for all the enrollment programs to include administrative processes, health benefits eligibility determination, and all aspects of the health benefits administration as outlined by the Health Eligibility Center (HEC). Serves as the system-wide technical expert and Program Manager for all enrollment and eligibility activities for the HWWVAMC. This includes both overseeing and performing technical activities with screening, processing and assisting Veterans, non-Veterans, and other beneficiaries seeking all varieties of health and other VA benefits. As the Enrollment Program Manager, the incumbent will be responsible for developing program materials, i.e. Standard Operating Procedures (SOPs), station policy, and relaying content to appropriate staff throughout the VAMC. Responsible for completing routine and special reports, i.e. Catastrophically Disabled, Inconsistency Data Elements, Military Service Data Inconsistencies, etc. required by local management and VACO regarding Veterans. This position requires coordinating and integrating the functions of several organizational segments. Contacts with all sections of the Business Office and other services in the VAMC, both clinical and administrative, are required with emphasis on the medical staff and Business Office. Because the work is part of a group section, it is imperative that the incumbent have a cooperative attitude in carrying out the duties as related to other employees and can communicate with staff members at all levels, from highly trained professionals such as physicians and nurses, to clerical support personnel who have not had experience or skill in enrollment and eligibility processes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination: Applicants may also combine education and experience to qualify at this level. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands: The majority of work is performed in an office setting which adequate light, heat and ventilation. Work is mostly sedentary, but requires some bending, walking, standing, lifting and carrying of light items such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. The work requires no special physical demands. Work Environment: The work is performed in an office or similar setting requiring normal safety precautions against everyday risks or discomforts. The incumbent may experience some exposure to communicable diseases, verbal or physical abuse.
