The incumbent serves as Supervisory Medical Management Specialist - and reports to the chief of medical service. Management activities are based on a broad knowledge of management and healthcare administration principles, VHA regulations, policies and procedures. In this capacity the incumbent provides administrative direction for all administrative direction for all administrative areas including program management and compliance with VHA, VISN, JCAHO, and medical center regulations/guidelines.
Duties
Major Duties:
Duties include, but may not be limited to the following:
Planning work to be accomplished by subordinates, sets, and adjust short-term priorities and assigns work to subordinates based on ongoing or changing priorities and employee skills.
Evaluating work performance of subordinates, gives advice, counsel, or instruction to employee on both work and administrative matters.
Leading projects from initiation to completion and presenting the results to senior leadership throughout the Medical Center.
Compiling all the necessary documentation and information by organizing a project management team.
Working closely with the Service Chief and others in implementing and evaluating policies, plans, and internal operational systems.
Managing and coordinating all online communication tools such as internal SharePoint websites and other related informational tools, all done in consultation with communication specialists.
Coordinating events hosted by officials, with assistance from continuing educational staff and initiatives when warranted.
Working with various boards to coordinate regular committee meetings, ensuring all event management steps are completed.
Performing audits and special studies to evaluate program effectiveness.
Collecting and analyzing data from a variety of sources, measuring results, and reporting findings.
Performing the full range of personnel management and administration for an organization with varied functions and activities.
Acting as the liaison with the human resources office concerning personnel-related matters.
Provides orientation for new staff.
Processing new employees by requesting necessary equipment government issues laptop, cellphone, PIV card, and assure that all program access is complete.
Providing budget and financial management for WHP and all its programs.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Manages all administrative aspects of Medical Service, Human Resource Management, clinical reviews, grid changes, clinic cancellations, Union issues, guidance on policy, procedures, and directives.
Determines goals, objectives and priorities; establishes long and short-rang plans; determines and allocates resources; organizes and assigns work; delegates authority to subordinate supervisors; evaluates performance; selects subordinates staff members; and resolves personnel problems.
Considerable clinical knowledge in the areas of clinical grids, programs, and practices, and how these clinical principles and practices relate to the unique administrative characteristics and needs of the particular health care.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. . OR,
Combination: Applicants may also combine education and experience to qualify at this level. Successful completion of education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is performed in an office with frequent visits to various areas within the medical center. The work is primarily sedentary, although there are at times periods of mental stress due to workload and time constraint considerations.
