This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for developing procedures and establishing internal management control procedures over accountability, receipt, storage, distribution and disposition of expendable and non-expendable supplies and equipment assets valued in excess of $10M.

Duties

As a PROPERTY BOOK SPECIALIST at the GS-2001-12 some of your typical work assignments may include: Provides oversight of all Joint Staff Hand Receipt Holders Accounts, by managing the inventory schedule of Hand Receipt Holder Accounts and the proper maintenance of all accountable property records. Exercises property accountability using the Defense Property Accountability System (DPAS) to accurately account for all non-expendable property. Receives and issues non expendable property items to Primary Hand Receipt Holders (HRHs) or designated representatives. Reviews credit card purchases to assure proper authorization and all accountable property is properly entered into DPAS as required by regulation. Prepares inventory lists, assists HRHs as required in conducting inventories, and adjusts property records as required to ensure accuracy. Processes Financial Liability Investigation of Property Loss (FLIPL), DD Form 200, investigations, and collection vouchers in a timely and efficient manner, complying with processing time lines as determined by regulation. Serves as the Contracting Officer Representative (COR) for property contracts. Serve as Fleet Vehicle Manager for GSA Vehicles. Applies program/project management principles to manage property management programs.

  • Incumbent must possess or obtain a valid driver's license and, if required, the pertinent Government operator's permit in order to perform periodic travel for on-site visits and inspections and to attend meetings and conferences.
  • Incumbent must produce proof of citizenship upon initial appointment.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Develops, prepares, coordinates and implements supply management procedures, programs and directives. Acts as a point of contact and advisor for auditors, inspectors and investigators for over local policies and procedures to account for property. Utilizes Defense Property Accountability System (DPAS) and database management programs to manage and control, equipment, property and supplies. Applies contracting, purchasing and property management regulations and practices, to review Financial, Liability, and Investigation of Property Loss (FLIPLS) and serves as the Contracting Officer Representative (COR) for property contracts. Applies program/project management principles to manage property management programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
